Candidate's Statement
Hello everyone,
My name is Terry Tipton, Jr.
As a lifelong resident of Franklin County, I am proud to announce my candidacy for Franklin County Property Appraiser in 2024.
I am the proud son of Terry Tipton, Sr. and the late Shirley Tipton. I attended Chapman Elementary School in Apalachicola and graduated from Apalachicola High School in 1997. I am married to my favorite person, Lizzy. My wife is the Music Teacher at Apalachicola Bay Charter School and I serve as the Keyboardist, Worship Leader and Christian Education Director at our local church, Apalachicola FPHC. We reside in Apalachicola where we are raising our two 11 year old fur babies, Precious and Onyx.
My 21 years of employment with the Franklin County Property Appraiser’s Office has been a wonderful experience. I truly love Franklin County, my job and my work family. I am thankful to God for these blessings. I’m also very grateful for the knowledge that I have received from former Property Appraiser, Doris B. Pendleton, and also the current Property Appraiser, Rhonda M. Skipper. I have learned (and am still learning) very much from these extremely intelligent women.
For many years, I served as a Field Appraiser and then became the Field Supervisor. Currently, I serve as the Exemptions Specialist and oversee all exemptions for Franklin County. I also work on sales analysis, land appraisals, building appraisals and tax roll processing. My favorite part of the job is helping customers. I believe in exceptional customer service and sincerely enjoy assisting the public. I look forward to serving the great people of Franklin County for many years to come!
I have completed all of the required state testing from the International Association of Assessing Officers. I received my Certified Florida Evaluator Certification from the Florida Department of Revenue. As a team player and a proven leader, I am qualified and ready to be your next Property Appraiser.
My objectives as your Property Appraiser will be:
• To serve the citizens of Franklin County with courtesy and attention to detail.
• To serve the citizens of Franklin County by fairly valuing properties for all taxpayers.
• To serve the citizens of Franklin County with unquestionable integrity, professionalism and accountability.
• To be committed to having the best staff and systems in place to ensure a fair and equitable determination of property values for all Franklin County property owners.
Outstanding customer service and responsiveness are top priorities! I’m very excited about the upcoming journey with my campaign, and I humbly ask for your vote and support in my campaign for Franklin County Property Appraiser in 2024.

Lowell & Jan Thomas
Jan Thomas owns and manages commercial space in the historic downtown Orman Building,32 Avenue D, along with husband Lowell. According to Franklin County title records, Thomas Orman bought the lots in 1856, building circa 1860. Descendants owned and leased the building continuously for 118 years. Iona Andrews the last descendant sold, in 1978 to local Roger Newton; artist Kristin Anderson bought it in 1985.
Hutchinson Design & Construction completed a nine month restoration in 2000; the Orman Building proudly continues to be maintained by the skilled local contractors who worked on the initial project.
